"Increasing the capacity of waste management is one of the most effective ways to stengthen the overall governance". The World Bank explained  that waste management in major cities are the main services that the city government should be given.
A city cannot manage waste properly, is ususally indicates an inability to manage other public services are much more complex, such as health, education, and transportation, the World Bank said.

Rachel Kyte, A Vice presiden of Sustainable Developmnet of rhe World Bank, said, " developing a good waste management system, especially in low -income countries, an issue that continoues to become more important".

In World Bank report revealed, the Chinese state has increase the amount of garbage the highest in recent years, Panda's State waste volume exceeded the volume of waste from the United State which peak in 2004. A number of other countries most of the waste comes from East Asia, most of Eastern Europe, and the Middle East.

In a report titled What a Waste: A Global Review of Solid Waste Management, stated, tioal waste generate worlwide this year reached about 1.3 billion tons per year. In 2025, the volume of garbage the world is predicted to reach nearly two fold or much as 2.2 billion tons. The addition of volume of waste most of the world is expected to come from developing countries.

The world Bank estimates the cost of waste management in the face of the earth within the next 13 years will increase from U.S $205 billion (Rp.1.845 trilyun) in 2012 to U.S$376 billion (Rp.3.375 trilyun) in 2025.
